Detailed:
In the config you say (for example) no raid between 22:00 till 10:00.
At 21:00 a message appear that No Raid is going to be started.
again at 21:30/21:45/21:50/21:55. At 21:59:50 a countdown.
From then on people can pvp but no raiding
Would be nice you can make it possible to change it globally or by day. So you can say in the weekend you can raid longer.

PvP Enabled: true/false
Default Settings
Countdown before start (minutes): 60
