I have raised a similar request quite a while ago now but I think a simpler way of explaining the request would be to add a flag in config to ignore ammunition already loaded in weapons, skipping ammunition ammounts.
I don't think there is any way to limit ammuntion amounts without removing it from saved guns. Open to abuse even on battlefield servers because you can save ammo to recycle or use in turrets.
