I've noticed 2 issues with Loadout lately.
1. Wiping data. You can't wipe the data file because it stores not only the default loadouts but the player loadouts. Nobody should have to re-do all that work to wipe loadouts. The downside of not doing it, the file gets large. I recently had a 15mb file.
2. Sometimes weapons don't save. It happens occasionally but may be cache related.
