Loadout - Global command to clear Player loadouts before next wipe

It would be nice to have a global command or console command to wipe Player Loadouts.

No matter what I do, toggling true or false in the config for -

"Reset items from old loadout group": true/false

I always get a player who is able to access their old loadout from the last wipe. I want the Players to have to start fresh every wipe.
