Vehicle Locks - Not Clearing

Vehicle locks currently if you claim a vehicle and that vehicle gets destroyed/killed it does not clear the claim and won't let you claim a new one if you hit your max already. Looks like it might need a fix to clear the claim when its destroyed/killed. Or at least add a Unclaimall command or something
