Simple GUI for adding commands to it could execute chat commands and console commands, all with permission made by the admin.
GUI will have text on top explaining about the plugins intentions
Example default user could see only the list of commands that or for the default users.
Admin will have the ability to add commands using the same GUI, will also see many more commands that the admin has put in.
It can also be opened using a hotkey.
