Was looking at this plugin which is very cool to have instead of having 2 servers have 1 with PvP and other half PvE.
My suggestion is possibly add a blacklist item section so people couldn't farm x resources in PvE zone or store them then raid into PvP zone without being raided. Idk if possible.

Example I build my base in PvE zone but I want to raid someone. I carry raid resources across the line and raid. In return I go back to my PvE base and not get raided.

I am not sure that will work fine, but i can give a try

You can edit what is allowed in which zone
